Interdisciplinary Research Centre

Objectives and lines of activity

  • Assisting with the development of public-private partnership (PPP) mechanisms in public and municipal administration
  • PPP research and development
  • Analytical, informational and methodological support for PPP projects
  • Development and implementation of PPP educational and professional development programmes
  • Promoting PPP as an effective mechanism for expanding the range, increasing the volume and enhancing the quality of public services, while optimising budget spending at all levels

Results

  • Educational programmes and teaching methodology materials:
    • Programme of an educational course for the public servant professional development system entitled, Public and municipal administration of the development of public-private partnerships;
    • Learning guide for students of the training course entitled, Administrative Reform and Problems of Public Administration;
    • Teaching guide for instructors of the training course entitled, Administrative Reform and Problems of Public Administration, conducted as part of the advanced professional development programme for public servants;
    • Programme of an educational course for the public servant professional development system entitled, Public and municipal administration of the development of public-private partnerships, conducted as part of the advanced professional development programme for public servants;
    • The centre has developed a training methodology complex, formed a team of professional experts, including international ones, involved in implementing educational programmes in the field of PPP.
  • Analytical research, expert, advisory and informational services for executive authorities, municipal administrations, civil society institutions, the private sector and development institutes:
    • Concept for implementing PPP-based projects for the Samara Region Government;
    • Analytical research support for the Moscow Government Programme entitled, Development of Science and Innovation, for the years 2012-2016 ­- Innovative Moscow as part of HSE NRU collaboration with the Government of Moscow;
    • Expert review of the Russian Federation Innovative Development Strategy until 2020.
  • As part of the working group designing the International Programme of Innovative Cooperation Among CIS Member States until 2020, the centre has developed:
    • A concept for the International Programme of Innovative Cooperation Among CIS Member States until 2020;
    • A draft of the International Programme of Innovative Cooperation Among CIS Member States until 2020;
    • Methodology documents for the preliminary draft of the International Programme of Innovative Cooperation Among CIS Member States until 2020;
    • Participation in the drafting of the Law, On Public-Private Partnership in the Samara Region.
  • PPP programme and project implementation monitoring efforts:
    • Report entitled, Comparative Analysis of PPP Development in the Nations of Eastern Europe, the Caucasus and Asia, commissioned by UNECE;
    • Analytical report entitled, Evaluation of opportunities and potential for practical use of contract forms, for the Samara Region Government.

Publicising of results

Institute staff has presented the results of their work at a number of meetings and conferences, including international ones, in 2010-2011.
