Objectives and lines of activity

Objectives:

The objectives of the centre revolve around providing research and expert analysis support for the implementation and utilisation of the Regulatory Impact Assessment (RIA) procedure in Russia, as well as creating an all-Russia competence centre on assessing regulatory impacts and managing regulatory risks.

Lines of activity:

  • Conducting research, arranging, conducting and contributing to research conferences and workshops addressing the development of RIA methodology and techniques
  • Providing expert support for federal and regional executive authorities in terms of preparing RIA opinions for authorities tasked with drafting regulatory and sector-specific acts
  • Developing programmes and conducting professional development and retraining courses for public servants jointly with ICPARE
  • Delivering lectures as part of bachelor's and master's degree programmes at HSE NRU
  • Advising business associations in the matter of expanding the field of application of RIA findings at the federal level and in the constituent entities of the Russian Federation
  • Preparing articles, collections of studies and monographs on the issues addressed by the centre

Results

Centre staff:

  • carry out projects in the interests of the Russian Ministry of Economic Development in the relevant subject areas, including empirical studies (licensing, supervisory control, assessment of the competitive environment)
  • contribute to the work of an expert team tasked with optimisation of government presence: reducing regulatory functions, ensuring transparency and feedback from citizens and business, as part of the Long-term Development Concept Until 2020
  • participate in applied research
  • work out mechanisms for integrating RIA findings into the smart regulation mechanism
  • have developed and are conducting RIA and programme assessment courses at HSE NRU (Moscow, St Petersburg, since 2004)
  • conduct RIA trainings for public and municipal servants in Russia's regions and in CIS countries

Publicising of results

  • Presentation of reports and participation in international conferences: Moscow State University (2007, 2009), HSE NRU (2007, 2011), and in international conferences: German Evaluation Society (2005-2007, 2009, 2010), European Evaluation Society (2006, 2008), Spanish Evaluation Society (2009), International Program Evaluation Network (since 2005), International Regulatory Reform Network (2011)
  • City-wide assessment colloquium (since 2004, under supervision of research advisor Daniil Tsygankov)
  • Teaching of educational disciplines at HSE: Analysis and assessment of government programmes and sector policies (Public and Municipal Administration Faculty, since the 2005-2006 academic year) and Regulatory impact assessment (Law Faculty, since the 2010-2011 academic year)
