The monograph focuses on the institutional mechanisms for implementing data-driven governance, taking into account associated risks and barriers. It emphasizes a data-centric approach to public administration, which aims to enhance decision-making through data analysis and improve service delivery for citizens and businesses.
The HSE University International Laboratory for Digital Transformation in Public Administration produced the monograph. It presents theoretical and methodological aspects of a data-centered model of public administration. The monograph also examines international experience and Russian practices in its development, as well as organizational, technical, legal, socio-cultural, economic, and other obstacles to implementing data-driven governance and strategies for overcoming them. Authors discussed the sectoral challenges of data-driven public administration in healthcare, agriculture, transportation and logistics, and natural resource management separately. This publication might be useful for students, graduate students, researchers, and civil servants who are involved in the study and implementation of changes to the public administration system based on digital technologies.
