The International Laboratory for Digital Transformation in Public Administration (ILDT, The Laboratory)  at the HSE University Institute for Public Administration and Governance was established in January 2021. It was a result ofproject competition "Creation of international laboratories of the National Research University Higher School of Economics".

ILDT is a forefront research center specializing in the development and practical application of artificial intelligence and digital technologies in the public sector. In its work, the Laboratory adheres to a human-centered approach, taking into account the social, organizational and psychological aspects of the introduction of digital innovations.

The Laboratory mission is to conduct advanced scientific research in the field of digital transformation of public administration and artificial intelligence, aimed at creating human-oriented digital services and improving citizens' interaction with the state.

The International Laboratory for Digital Transformation in Public Administration goals are:

1. Research of current problems of digital transformation, global trends in the field of AI and development of innovative interdisciplinary methodologies;

2. Development and implementation of applied projects for the analysis of digital maturity, the use of AI and digital technologies in public authorities;

3. Training of highly qualified specialists in the field of digital transformation of public administration and artificial intelligence by teaching courses and programs, conducting schools and trainings, and actively involving graduate students and young scientists in research work;

4. International cooperation: participation in international research and projects, exchange of experience with foreign colleagues;

5. Providing expert advice to government authorities and commercial organizations on digital transformation and the introduction of AI.

ILDT is open for participation with government agencies, commercial organizations and other research centers. The Laboratory's experience, developed methodologies and accumulated database contribute to effective implementation in the public sector, solving complex problems and creating human-centered digital solutions.
