The monograph is devoted to digital transformation in public administration as a complex phenomenon affecting the activities of citizens and determining a number of changes in the reality perceived by citizens. The focus of the work is the simultaneous consideration of new digital technologies and social phenomena, such as digital platforms and digital nomads, digital solutions and digital trust of citizens, digital technologies and public values of citizens. Attention is paid to the process of institutionalization of digital technologies, various approaches to digital regulation of industry activities are studied, as well as the most flexible possibilities of self-regulation and the problems of using the collected data by the state. Using the example of healthcare, the possibilities of digital data for improving the lives of citizens are shown; the analysis of the mechanisms of personal data protection used in the world to ensure privacy is carried out; the unsettled aspects of human and artificial intelligence interaction in government decision-making are investigated. The publication is intended for students, postgraduates, researchers and civil servants involved in the study and implementation of changes in the system of public administration based on digital technologies.
