The International Laboratory for Digital Transformation in Public Administration (The Laboratory) organized second global and interdisciplinary virtual conference «Digital Governance and Public Administration: Global and Interdisciplinary Perspectives» in June 2025. The meeting provided multiple perspectives on the developments in digital public administration and governance. Researchers from Russia, Brasil, China, South Africa and Israel shared their scientific results during three sessions. Participants from all over the world could participate in Q&A sessions after each researcher’s presentations.

Senior Research Fellow Maria Yudina and Research Assistant Agnes Beach of the International Laboratory for Digital Transformation in Public Administration (HSE University) prepared a report for the VIII conference "Opportunities and Threats of the Digital Society". The event was organized by the P.G. Demidov Yaroslavl State University, the Civic Chamber of the Russian Federation, and the Russian Association of Political Science.

The International Laboratory for Digital Transformation in Public Administration of the Higher School of Economics held a round table "Development of Data-Centric Management in Russia". Within the framework of the event, reports were presented designed to reflect views on data-centric public administration from the academic environment, the public sector and business. In addition, the presentation of the collective monograph of the International Laboratory "Data–centric public administration: concept, risks, barriers" took place.

The International Laboratory for Digital Transformation in Public Administration organized round table “New directions in the study of digital transformation in governance” in 26 June 2024. The Academic Supervisor of the International Laboratory of Digital Transformation in Public Administration, Professor Eran Vigoda-Gadot and the Head of the International Laboratory of Digital Transformation in Public Administration, Associate Professor, PhD Evgeny Styrin acted as moderators. The round table brought together 20 experts from Russia, Israel, Brazil and the USA.

The second Joint Scientific Seminar for digital Transformation researchers was held with the support of the Academic Staff Reserve of the Higher School of Economics. Speakers included Mikhail Romashikhin from the Educational laboratory of computer-aided design systems (HSE University) and Maria Yudina from the International Laboratory for Digital Transformation in Public Administration systems (HSE University). Participants discussed applied and educational issues of digital transformation.

Within the framework of regular IPAG seminars Research fellow of the International Laboratory for Digital Transformation in Public Administration Aisylu Atayeva made a presentation on "AI in scientific research". She considered AI not as a substitute for scientists, but as an assistant, interlocutor and sparring partner at various stages of the scientific process, especially when preparing scientific publications.

International Laboratory for Digital Transformation in Public Administration hold working webinar with Leading Research Fellow of the International Laboratory of Social Neurobiology Vladimir Kosonogov. Researchers discussed the first results of an experiment in which participants were shown videos about the digitalization of public services, learned about their attitude to them and measured emotional reactions.

International Laboratory for Digital Transformation in Public Administration hold webinar on the topic "Specifics of the video-making process for the socio-psychological experiment «The Influence of Emotions on Trust in Electronic Government Services»". During the seminar, the speakers, Research Assistants Elizaveta Dyakova and Agnessa Bich, detailed the methods and tools used in creating video clips, which are aimed at studying how different emotions affect citizens' trust in digital public services in various social spheres. They also mentioned their experience and difficulties encountered in the work.

Yuri Kabanov, Research Fellow of the International Laboratory of Digital Transformation in Public Administration, Senior Lecturer at the Department of Political Science and International Relations of the Higher School of Economics – St. Petersburg, spoke at the next online seminar of the laboratory. The report was devoted to the role of international indices in the policy of the "digital state" using the example of the UN E-Government Index, which remains a key source of information on the development of digital public services in a cross-national perspective.
