New Publication by ILDT Researchers Explores Technological Convergence Across Russian Regions
Aysylu Ataeva, Research fellow of the International Laboratory for Digital Transformation in Public Administration, and Anna Klimentieva have published a new article titled "Process Approach to Assessing Technological Convergence of Russian Regions: Dynamics of Innovation Gap" in the journal Voprosy ekonomiki (No. 5, 2025).
Authors investigate the dynamics of technological development and convergence across Russian regions using a process-based approach to analyze innovation activity. The article provides conceptualizion of innovation as a system of interrelated stages and examine the dynamics of the "technological gap" between Russian federal subjects, identifying periods of convergence and divergence in their levels of technological development.
The study reveals heterogeneity in the dynamics of regional technological development and highlights the influence of state policy, particularly import substitution strategies, on innovation processes.
The authors conclude that differentiated development strategies are necessary for leading regions, regions experiencing unstable convergence, and regions exhibiting persistent divergence. Such tailored strategies will optimize resource allocation and stimulate technological growth nationwide.
