Students of Higher School of Economics - Saint-Petersburg created a video about the digital transformation of state administration
Within the course «Digital transformation of public administration» students Higher School of Economics - Saint-Petersburg prepared a series of videos, dedicated to key aspects of digitalization of the state sector. Leading Research Fellow of The International Laboratory for Digital Transformation in Public Administration Anna Sanina leads the project. Student’s work covers digital transformation strategies, regulatory framework, application of artificial intelligence, blockchain and the Internet of Things in state administration. Special attention is given to digital trust, information security and ethical issues of technology implementation.
One of the memorable videos was created by a team with the participation of an intern-researcher of the International Laboratory of Digital Transformation of Maria Oberelova and is dedicated to the topic of digital trust. It presents complex concepts in an accessible form with examples from Russian and international practice. According to the video, 81% of Russians use electronic services, but almost half of them fear personal data leaks. The level of trust depends on digital literacy: the higher it is, the more people trust technology.
"Trust in the digital economy is growing faster than in the traditional one, which increases public welfare," note the authors of the study. The state also plays an important role: for example, the national project "Digital Economy" has made it possible to convert 100% of the reports into online format. The video also addresses the problem of measuring digital trust: research on this subject is much less than works on digital transformation. To solve the problem, the authors propose to involve methods of sociology and psychology.
«Student works demonstrate a deep understanding of transformation processes in state administration. It is valuable that theoretical knowledge is complemented by practical cases», - noted Anna Sanina.
