The XIV International Scientific and Practical Conference "Law in the Digital Age"

The XIV International Scientific and Practical Conference "Law in the Digital Age" was held at the Higher School of Economics. The International Laboratory for Digital Transformation in Public Administration Senior Researcher Evgeny Diskin made a presentation on the topic "The balance of digital sovereignty and innovative development of the platform economy."

The presentation focuses on the need to coordinate security requirements, data control, and technological dynamics. It is noted that excessive restrictions on cross-border data flows, strict control of infrastructure and content, strict localization of data increase costs, slow down knowledge exchange and lead to cultural isolation, reducing the competitiveness of digital services.

Evgeny Diskin presented a comparative overview of regulatory models: the European Union — strict data protection and platform control; the United States — innovation priority with moderate regulation; China — strategic development of its own infrastructure and security priority; Russia — finding a balance between sovereignty and development, taking into account economic and geopolitical factors.

A separate section was devoted to the quality of rulemaking. Hasty and technically weak regulations cause conflicts, complicate law enforcement and increase legal uncertainty, which reduces trust, hinders international cooperation and investment, slow down technological development and digital integration.

The final thesis: The sustainability of digital development requires a regulatory architecture that simultaneously ensures security, supports open data flows and does not stifle innovation.
