Article on the BRICS Governance Symposium was published
The article was published in HSE’s “Public Administration Issues” journal which includes two employees of the International Laboratory for Digital Transformation in Public Administration – Ilya Stepanov and Ivan Makarov – among its co-authors. The article examines the studies that were presented in October 2022 on The Fifth International Symposium on Development and Governance in the BRICS.
The published article gives a brief overview of every study presented at the Symposium, and highlights similarities and trends in public administration research in various represented countries. The general topic of the Symposium was “Administrative Reforms in the BRICS and Central and Eastern Europe: Improving Governance and Government Performance”. Scholars from the BRICS nations, as well as Hungary, Indonesia and Slovakia presented their ongoing studies and soon-to-be-published articles on the topics of comparative strategic analysis of public administration reforms in violated times; management of public administration in the post-COVID-19 world; public administration and international project management; management of crisis, security and risks in public administration; assessment of the results of the public administration reforms; and digitalization and provision of public services. The discussion of digital transformation of public administration was not limited to digitalization in the field of public services, however, as various presenters have pointed out the possibilities for usage of digital technologies in international academic cooperation and for national security risk assessment, and have examined the role of digital transformation in large-scale public administration reforms. The conclusion of the article highlights the great theoretical and practical potential of public administration research based on the rich data material and historical and cultural heritage of the BRICS countries, and on their differences from the Western world.
HSE’s International Laboratory for Digital Transformation in Public Administration was represented at the Symposium by the Head of the Laboratory Evgeny Styrin, who was the moderator of the session dedicated to digitalization and provision of public services, as well as Ilya Stepanov and Ivan Makarov.
