Round table «Media law: tendencies and problems»

On February 7, 2024, Institute of the State and law of the Russian Academy of Sciences held a Seminar as a part of the International Scientific Conference «Bachilovskie Readings», which was attended by the Research Fellow of the International Laboratory of Digital Transformation in Public Administration of the HSE University, Dr. Diskin. 

He made a report «Military operations in the information space as a precondition for amendment of the legislation on information». In his report he concluded that the mechanism of introducing responsibility for owners of information resources in the Internet for preventing citizens of the Russian Federation from freely seeking, receiving, transmitting, producing and distributing information in any legal way does not meet the objectives of today. It implies blocking the relevant resource. Dr. Diskin also noted that the corresponding rule of article 3.3 had been in force for two years. Federal Law of 28 December 2012 «On measures of influence on persons involved in violations of fundamental human rights and freedoms, rights and freedoms of citizens of the Russian Federation» requires to maintain a register of such entities but only a single resource was added to the list of persons violating the fundamental rights and freedoms of Russian citizens, which clearly demonstrates the ineffectiveness of the concept of regulating these legal relations and the absence of an effective mechanism to protect Russian citizens from infringement of their rights and freedoms by foreign Internet platforms.
