IX BRICS CIVIL FORUM
The IX Civil Forum of the BRIC countries was held in Moscow, organized by the Expert Council of the BRICS, operating on the basis of the HSE University. BRICS Civil Forum is a discussion and presentation platform of the civil societies of BRICS countries, as well as invited world majority countries to discuss citizens' proposals on the priorities of the BRICS agenda, and to present civic initiatives under this agenda. The Forum was attended by more than 450 guests from more than 20 countries.
Research fellow of the International Laboratory for Digital Transformation in Public Administration Evgeny Diskin took part in it as a member of the working group «Information and Digital Security».
Within the framework of the working group, a draft declaration of the BRICS Civil Forum «Safe Information Space - for the Cultural and Educational Upliftment of Billions of People of the Earth» was prepared, presented during the session «Information and Digital Security» and available for signing by participants of the Forum. E. Diskin actively participated in the drafting of the declaration.
During the session, participants noted that national segments of the global information space are a sovereign part of the global information and communication network. Responsible management of national segments is the basis for international cooperation and collaboration. In the BRICS countries, there is a possibility of intensifying cooperation between States and civil societies in ensuring international information security, preventing and resolving conflicts in the information space, and further militarizing it.
