Yuri Kabanov, a researcher at The HSE University International Laboratory for Digital Transformation in Public Administration, took part in the International Conference on the Theory and Practice of Electronic Governance (ICEGOV – 2024), which was held from October 1-4 in Pretoria (South Africa).
Yuri Kabanov presented a report titled "Causes and Consequences of State Responsiveness to the UN E-Government Survey: Exploring the Role of Member State Questionnaires". The study focuses on the relationship between indicators of the UN e-Government Index and state responsiveness to the questionnaire sent out by UN experts as part of preparing the Index. The analysis shows that state responsiveness is a significant factor in e-government success according to UN assessments. Additionally, more successful countries tend to be more responsive. These findings are relevant for researchers who use UN data in cross-national analyses of the success of digital transformation in the public sector. They also raise the issue of increased cooperation between national governments and UN experts during the assessment process. Yuri Kabanov report received positive feedback from experts and was recognized as the best work in the nomination "Best Ongoing Research Paper".
