The project is aimed at researching the use of AI in public administration and how the use of such technologies affects the interaction between the state and business. The purpose is to collect material on the development of the use of AI in public administration in various countries of the world in terms of development and form of government. Project objectives: 1) context analysis – to characterize the specifics of AI-related legislation and strategies for digital transformation of public administration and society in different countries; 2) to investigate the impact of digital services provided by the Government using artificial intelligence tools on business efficiency, productivity and innovation.

The problem of digital cancellation demonstrates significant novelty because there were no precedents for such collective and indiscriminate actions in cyberspace aimed at reducing the quality of life, the availability of digital services, services, Internet platforms, financial transactions, security of personal data and the like, synchronized and specifically targeted against citizens of a particular country. In this case, we are talking about the events that began in February 2022, expressed in a comprehensive shutdown and termination of access to sites, services, blocking accounts of legal entities and individuals, termination of service of various software products and platforms, as well as other similar actions against citizens of Russia and Russian organizations. Since this phenomenon has not yet received its own name in the historical and legal context, it is proposed to use the term «digital cancellation».

The aim of the project is to create as comprehensive as possible a systematic public description of the actions of foreign companies to discriminate against Russian citizens in the world of cyberspace by collecting, documenting and verifying data on such unlawful restrictions. The ultimate goal of the project is to prepare a White Paper on the digital abolition of Russian citizens, to present and distribute it as evidence of the need to protect the rights of Russian citizens on the "Internet" network, to attract the attention of national and foreign human rights organizations.
