The International Laboratory for Digital Transformation in Public Administration has created a unique model for assessing the level of digital maturity for the capital's authorities, united in a control complex

In 2024, the employees of The International Laboratory for Digital Transformation in Public Administration carried out a complex project to assess the level of digital maturity of the in Moscow. During this project, they not only conducted a comprehensive assessment of the digital transformation process by surveying a large number of indicators, but also created a unique model for evaluating digital maturity among executive authorities in a large region like Moscow.

To develop a unique model for assessing the digital maturity (hereinafter referred to as the Digital maturity assessment) of, the laboratory staff analyzed about 20 different commercial and government approaches to assessing digital maturity. In the process of analyzing international experience, we identified key areas of the organization's digital transformation, identified indicators that are fundamentally important to the customer, and developed a three-level data center model.

In 2024, the first stage of the project was implemented – a survey of employees, and the head of the pilot unit was conducted. The results obtained made it possible to evaluate the Central Bank and develop roadmaps with an emphasis on activities that make it possible to significantly increase the Central Bank in the coming year. 

The successful implementation of the first stage of the project confirms the high level of competence of the laboratory in the field of public administration digitalization processes, which find their practical application. The project will be continued next year, after which it will be possible to present the results achieved and the data obtained to a wide range of stakeholders.
