Round table «Prospects of legislative regulation of electronic commerce and marketplaces»

HSE University held a round table «Prospects of legislative regulation of electronic commerce and marketplaces», in which he took part, which was attended by the Research Fellow of the International Laboratory of Digital Transformation in Public Administration of the HSE University, Dr. Diskin. During the round table the actual problems of regulation of marketplaces and online trading were discussed. 

Representatives of the largest market places – Wildberries, Ozon, Association of Internet Trading Companies, representatives of the legislative branch of power - Deputy Chairman of the Committee of the State Duma on Information Policy, information technologies and communications, Chairman of the Regional Public Center of Internet Technologies (ROCIT) Anton Gorelkin, Deputy Chairman of the State Duma Committee on Economic Policy, Artem Kiryanov, Deputy Director of the Department of Internal Trade Development of the Ministry of Industry and Trade, Ulia Yudina,  Head of Communications and Information Technology Regulation of the Federal Antimonopoly Service of the Russian Federation,  Elena Zaeva, representatives of the Faculty of Law of the HSE University. 

Taking a part in the round table, Dr. Diskin identified the problem of the abuse of the use of artificial intelligence tools when interacting with consumers, because for the latter it is often not obvious that they are communicating with a chat-bot, not with a representative of the support unit. Evgenii Diskin called on marketplaces to work out common rules for the use of such chat-bots in order to fix the duty of the latter to clearly highlight when a chat bot is used, and when there is interaction with a really live operator. He also proposed to work out a mechanism of alternative dispute resolution involving marketplaces in the form of digital arbitration, which could be organized by the Chamber of Commerce and Industry of the Russian Federation.
