The second day of the I-st International Scientific and Practical Forum «The Law of Digital Security»

The Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs of the Russian Federation held I-st International Scientific and Practical Forum «The Law of Digital Security». The second day of the forum consisted of round table sessions attended as a speaker by the Research Fellow of the International Laboratory of Digital Transformation in Public Administration of the HSE University Evgeny Diskin.

During the round table, participants discussed the acute issues of regulation of the blogosphere - the status of bloggers, taxation of the blogosphere, issues of criminal liability for illegal content. Evgeny Diskin made a presentation on the third issue of the round table program: Infringement of The Rights of Russian Citizens on Foreign Online Platforms. Necessary Solutions».

Presenter noted that resistance to the violation of the rights of citizens to freely seek, receive, transmit, produce and disseminate information (a right guaranteed at the constitutional level) is one of the objectives associated with counteracting factors of information conflict. E. Diskin drew the attention of the colleagues to the fact that during the forum, Deputy Director of the Information and Press Department of the Ministry of Foreign Affairs of the Russian Federation Sergey Nalabin voiced the fact that the Ministry of Foreign Affairs of Russia has more than 1,000 accounts on various platforms, including foreign platforms. 

Such accounts, whose activities connected with the spread of the official position of the Russian Federation in the international arena, are subject to censorship by foreign Internet platforms. However, there is currently no effective means of protecting such accounts - current legislation requires blocking platforms that violate the right of Russian citizens to disseminate information.
