The International Scientific and Practical Conference "Artificial Intelligence and Law: The Experience of the Republic of Kazakhstan and Foreign Countries"

The Institute of Legislation and Legal Information of the Republic of Kazakhstan hosted the international scientific and practical conference "Artificial Intelligence and Law: The Experience of the Republic of Kazakhstan and foreign countries". Research fellow of the International Laboratory for Digital Transformation in Public Administration Evgeny Diskin took part in the conference as a speaker.

Evgeny Diskin made a presentation on the topic: "The Risks of Using Artificial Intelligence in Content Moderation by Digital Platforms" . During his speech, he drew the attention of the participants and guests of the conference to a number of facts that were revealed during the study of the activities of large foreign digital platforms in terms of their application of artificial intelligence to the moderation of user-posted content.

All major digital Internet platforms have now introduced special software that provides automatic content moderation without human involvement. It should be noted that the scientific and expert community does not have complete and exhaustive information about such activities, so it is safe to say that the global information space in a broad sense is no longer controlled by man. This is not an alarmist statement; it is an established fact that must be realized. 

Some States and alliances of States understand the threats involved. At the level of the European Union, the issue has received considerable coverage – the EU Digital Services Act requires digital platforms to report on all content moderation decisions made by artificial intelligence. Another issue was that, for the time being, there was no reason to say that the instrument was sufficiently effective. Another issue is that other states (except the People’s Republic of China, which seems to be out of the bracket on this issue), especially the BRICS+ and Shanghai Cooperation Organization members, are particularly vulnerable in this regard, as their separate regulatory influence is not enough to reverse the situation.
