The meeting of the Scientific and Expert Council of the Institute of Economics of the Russian Academy of Sciences on the topic "Digital transformation of public administration: problems and solutions"
There was a meeting of the Scientific and Expert Council of the Institute of Economics of the Russian Academy of Sciences on the topic "Digital transformation of public administration: problems and solutions". The Head of the International Laboratory for Digital Transformation in Public Administration of HSE University, Evgeny Styrin, and the laboratory’s collaborate, the head of the Center for Research on Public Administration Problems of the Institute of Economics RAS, Irina Smotritskaya participated in it.
The meeting was opened by Mikhail Golovnin, the Chairman of the Scientific and Expert Council and Director of the Institute of Economics at the Russian Academy of Sciences gave the opening speech of the meeting. Mikhail Golovnin emphasized the significance of digitalization in the current stage of economic development and highlighted the key findings of the Institute's research on this topic. Mikhail Golovnin noted the importance of digitalization processes at the present stage of economic development, highlighted the main research results of the staff of the Institute of Economics RAS on this topic. The relevance of the meeting’s topic led to considerable attention from the scientific and expert communities: more than 80 people took part in the event in face-to-face and online format, including six representatives of foreign research organizations.
In his report "Digital Transformation of Public administration: data, trust and platforms", Evgeny Styrin noted that the general trend for the development of a data-centric model of public administration is to increase the level of digital trust of citizens in it. However, while an explicit policy for regulating and standardizing data implemented abroad, in Russia improving the skills and knowledge of civil servants and citizens regarding the risks, opportunities, and mechanisms of working with government data becomes a priority. At the same time, data processing occurs in the context of digital platforms. The example of digital employment platforms shows how the digital environment influences citizens' value systems, while the state focuses on the overall public values when regulating these platforms, actively implementing a co-regulatory mechanism. During the discussion, a significant focus was on the challenges of implementing data-driven management in the face of limited resources within government departments.
