A student conference “Protection of the rights of the users in the Metaverse”

HSE University hosted a student conference “Protection of the rights of the users in the Metaverse”. Research fellow of the International Laboratory for Digital Transformation in Public Administration Evgeny Diskin took part in the conference as a moderator of the first section. 

Evgeny Diskin made a presentation on the issues related to the protection of digital rights of citizens, actively moderated and supported the discussion on topics of state jurisdiction in metauniverses, Digital assets, problems of adoption and development of the Digital Code of the Russian Federation.

Participants of the conference exchanged views on the challenges of developing a body of laws in the field of information, which consists in very short deadlines for its development. It was feared that it would be extremely difficult to meet such a complex task within such a time frame, as projects of this level of complexity take years, if not decades. It was also feared that such a task would be difficult to achieve. In particular, the head of the Department of Digital Law and Biolaw of the HSE University, Natalia Kovaleva, noted that it was preferable to develop and adopt the first part of the Digital Code, after which to continue work on the parts of the Digital Code in measured mode. This observation was accepted by all participants. At the same time, Evgeny Diskin noted that the development of the Digital Code faced serious opposition in the scientific community, which will also present a challenge in terms of its development and adoption.
