The conference "Digital Petersburg – 2035"
Evgeny Styrin, the Head of the HSE University International Laboratory for Digital Transformation in Public Administration, participated in the conference "Digital Petersburg - 2035", which was held on the eve of the International ICT Forum "IT Dialogue". Within the framework of the conference, expert sessions were held, where possible sections and the basis for the Strategy of St. Petersburg City until 2035 were discussed.
One of the experts presented a report on how Russia could maintain its competitiveness in the global digital world by creating agglomerations. Evgeny Kuznetsov, the CEO of the management company of the venture fund Digital Evolution Ventures, spoke about the role of the main agglomeration, which combines the resources and transport connectivity of territories connecting Moscow and St. Petersburg, while taking into account the integration of all digital potential accumulated in such an agglomeration. The speaker highlighted the Southern agglomeration in China and the agglomeration of cities on the East Coast of the United States, noting that they can be considered together as they contain hundreds of millions of people.
Anna Nikitchenko, CEO of O2 Consulting, reviewed new trends in the development of digital technologies, outlining the trend towards individualization, solving many professional tasks without human participation, noting especially the importance of human-centricity as a mechanism for technology adoption and as the ultimate goal, in which technologies solve a variety of individual problems of people.
Oleg Giatsintov, Technical Director of DIS Group, spoke about possible approaches, problems and risks in combining largely disparate data into single repositories. The cost of working with data does not always justify the resources invested in this area. In order for the costs to be justified, it is necessary clearly understand the ultimate goals for which certain data serve.
Evgeny Styrin spoke about the concept of data-centric management as a new paradigm and the importance of digital trust for the widespread acceptance of digital data. He also emphasized the importance of civil servants' digital competencies. A competence map was presented, and the growing need for employees with various technological, managerial, personal, and subject skills was noted.
