Seminar «Topical issues of improvement of technologies of public administration (in the spheres of control and supervision of state activities and digitalization of public administration)»
The Center of Technologies in Public Administration of The Russian Presidential Academy of National Economy and Public Administration (RANEPA) hosted a seminar «Topical issues of improvement of technologies of public administration (in the spheres of control and supervision of state activities and digitalization of public administration)».Research fellow of the International Laboratory for Digital Transformation in Public Administration of the HSE University Evgeny Diskin took part in the seminar as a discussant.
The seminar presented several reports on the evaluation of the effectiveness of digital transformation in Russia. The following reports were presented:
1. The dynamics of citizens' assessment of the level of protection of legally protected values and the influence on it of the state’s control and oversight activities. Professor B.N. Yuzhakov, director of the Center of Technologies in Public Administration (RANEPA);
2. Assessment by private business entities of the influence of state control (supervision) on increasing protection of legally protected values in their field of activity A.N. Pyoda, director of the Scientific Center for Socio-political Monitoring of the Institute of Social Sciences (RANEPA), k.s.n; E.V. Maslennikova, associate professor of the Center of Technologies in Public Administration (RANEPA);
3. Problems and prospects of the formation and improvement of legal responsibility for public management decisions taken using artificial intelligence. E.V. Talapina, leading researcher director of the Center of Technologies in Public Administration (RANEPA);
4. Digitalization as a fundamental principle of the development of a new concept of public administration. I.I. Smotritskaya, Head of the Center for Research on Problems of Public Administration (RANEPA);
5. Digital transformation of public administration: moving from datacentric to data-driven governance. L.A. Belyayevskaya-Plotnik, research fellow of the Center for innovation economy and industrial policy (RANEPA).
The seminar presented a large amount of empirical data on citizens' attitude towards the processes of digitalization, obtained during sociological studies from 2020 to 2024, which generally demonstrate growth of citizen satisfaction with the processes of digitization of state and municipal public services.
In addition, the seminar participants focused on the problems of implementing software and hardware complexes that use elements of artificial intelligence in management of decision-making processes within the framework of digital transformation of state and municipal government, in which Evgeny Diskin took an active part, stressing the need to pay special attention to the processes of establishing responsibility for such decisions. All projects submitted in this field must comply with the norms of the Constitution of the Russian Federation on rules of liability. In this context, he stressed that any idea of possible attribution of intellectual systems with elements of artificial intelligence of legal personality is unacceptable to the national legal system, since it is completely contrary to the existing concept of human rights and freedoms enshrined in the Constitution.
