Scientific Seminar on Digital Economy Research
The Faculty of Economics of Lomonosov Moscow State University held a scientific seminar on digital economy research. Evgeny Styrin, Head of the International Laboratory for Digital Transformation in Public Administration at the HSE University made a presentation titled "Digital Transformation of Public Administration: Challenges and Opportunities".
Evgeny Styrin discussed the specifics of digital transformation in public administration compared to digitization and digitalization, as well as the system of digital transformation management at the federal level. He emphasized the need for a data-centric approach to public administration and the importance of building digital trust for successful digital transformation.
Other speakers at the seminar paid attention to recommendations for improving the public administration system of digital transformation. This system should be based on digital technologies and should link goals, objectives, resources, plans, and results into a single whole, with the ability to track different stages of the transformation process. An important part of this system is the regulation and complex adjustment of resource allocation. Despite the variety of ideas and complex elements in the management system for digital transformation, the speakers did not propose specific solutions. However, national projects like Gostech and NSUD were mentioned several times in the presentations. Digital platforms also play a significant role in regulation and were discussed extensively at the seminar.
