The 10th congress of the International Association of Legislation was held on 28-29 June, attended by an HSE delegation. The Institutional Reforms in Legislative Procedures section discussed reports of the director of the IPAMM HSE Regulatory Impact Assessment Centre Daniil TSYGANKOV and Hamburg University Professor Ulrich KARPEN, related to the institutionalisation of regulatory impact assessment.
How do you regulate regulation?
On 11-12 June an OECD seminar was held in Berlin, devoted to improving the assessment of the performance of public regulation. IPAM NRU HSE Director Andrey KLIMENKO and director of IPAMM’s Regulatory Impact Assessment Centre Daniil TSYGANKOV took part in the seminar.

For a more active and broader discussion of laws at the stage of their preparation
On 24 May the St Petersburg Chamber of Commerce and Industry hosted the conference Prospects for the introduction and further development of a procedure for assessing regulatory impact in constituent entities of the Northwest Federal District of the Russian Federation.
As part of this event, Director of the Regulatory Impact Assessment Centre of the Institute of Public and Municipal Management of the NRY HSE Daniil TSYGANKOV presented a report and gave an interview to the Dialog agency.
Discussion of an ambitious draft bill for a business regulatory council
A concept was discussed at NRU HSE on 21 March 2012 for forming a National Council for improving the legal regulation of business and investment, prepared as part of the work of Expert Group No. 4 Strengthening Market Institutions. Ensuring stable conditions for ownership and development of competition and stimulating small business, in line with the updating of the Strategy 2020 project.
Public administration: two strategies for how higher education institutions can cooperate
At the end of October a meeting was held in Budapest of representatives of organisations forming part of NISPAсее — the Network of Institutes and Schools of Public Administration of Central and Eastern Europe. Russia was represented at the meeting by the department for public and municipal management of the Higher School of Economics. Comment by dean of the faculty Alexei BARABASHEV.
IPAMM director joins the Consultative Committee for Regulatory Impact Assessment of the Russian Ministry for Economic Development
On 30 September, the Minister for Economic Development Elvira Nabiullina signed an Order on formation of the Consultative Committee for Regulatory Impact Assessment (RIA), to include Vice-Principal of NRU HSE Andrei KLIMENKO.
The committee will convene at least once every quarter. Its key objectives involve determining priority lines of RIA development in Russia, preparing proposals for the organisational, legal and technical improvement of RIA and making recommendations on performing expert assessment of regulatory legal acts of federal executive agencies.
