Meeting held at NRU HSE of working group on the conditions and procedure for including suppliers in a register of unscrupulous suppliers
On 22 August, NRU HSE held its latest extended meeting of the working group of the Russian Government Expert Council for issues pertaining to public expenditure and public procurement. The meeting was attended by representatives of the Russian Chamber of Commerce and Industry, Rosatom, RusHydro, Competitive Auction House, the Russian Association of Managers, National Association of Purchasing Institutions, The Public-Private Partnership Development Centre, the National Association of Builders, the Society of Professional Pharmaceutical Organisations, executive authorities and representatives of scientific and expert communities.
Representatives of the general public in Krasnoyarsk Krai take part in a meeting to discuss public involvement in government procurement
On 15 August the Government of Krasnoyarsk Krai, under the chairmanship of the Minister for the Economy and Regional Development of the Krai Anatoly TSYKALOV, hosted a meeting, dedicated to public involvement in procurement procedures for public and municipal needs.
During the meeting Veronica DZHUZHOMA, member of the Working Group of the Expert Council under the Russian Government on improving public procurement explained that the new law was needed to move the focus of discourse between the customer and society from the negative You buy and we catch you for any infringements to the constructive We discuss together what needs to be procured, to improve quality of life.
Higher School of Economics discusses the conditions and legal consequences of terminating government contracts
On 7 June 2013 amendments came into effect in the federal law on government contracts (94-FZ), connected, among other things, with the procedure for unilateral termination of contracts on the initiative of the customer. Similar provisions relative to instances and consequences of the termination of a contract shall be contained in the federal law on the federal contracts system (44-FZ), which will come into effect from 1 January 2014. “The Law stipulates that the unilateral withdrawal from performance of a contract is implemented in accordance with civil legislation. That said, the Civil Code provides for the possibility of such a withdrawal by the customer not only in instances when the other party is in gross breach of the contractual conditions, but generally as well, without grounds,” declared Dmitry ILYUSHIN, expert from IPAMM NRU HSE at a meeting of the working group of the Expert Council under the Russian Government for public expenditure and procurement, held at NRU HSE on 14 August.
Discussion at the Russian Commerce and Industry Chamber on stimulating demand for innovation
On 29 May, a meeting was held at the Russian Chamber of Commerce and Industry of the Chamber’s Scientific and Technical Innovation and High Technologies Committee. As part of the meeting, which took place in the form of a round table, the participants discussed problems related to increasing demand for innovations in Russia.
Application of a regulatory impact assessment mechanism
On 29 May 2013 the Federal Customs Service hosted a workshop on the application of a regulatory impact assessment mechanism.

Director of the RIA Centre Daniil TSYGANKOV and invited specialist from the Centre M.Y. SOROKIN presented a report Parliamentary RIA – International Practice and Prospects for Russia at the workshop The Role of Regulatory Impact Assessment and Socioeconomic Review in the Preparation of Legislative Initiatives, conducted as part of the session for heads of analytical departments of legislative (representative) and executive government agencies of Russian Federation constituent entities.
RIA as part of the XIV International Science Conference at HSE
On 4 April the session M-11: Regulatory Impact Assessment was held at HSE as part of the XIV International Science Conference. The session was moderated by Director of the HSE RIA Centre Daniil TSYGANKOV and involved experts, officials from the Moscow Government and representatives of business and business associations.
Conference of the Russian Union of Industrialists and Entrepreneurs as part of Russian Business Week 2013
On 20 March, as part of Russian Business Week, the conference Removing administrative barriers, optimising government control and combating corruption was held. Vice Rector of NRU HSE Andrey KLIMENKO acted as moderator at the conference. The first part of the conference was devoted to problems in control and supervisory activity and ways to resolve them. The second part, devoted to corruption, included a report by Sergei DUBIK (Advisor to the Russian President), Mikhail BARSHCHEVSKIY (Plenipotentiary of the President at the Constitutional, Supreme and Higher Arbitration courts of the Russian Federation), Andrey BUGROV (Vice-president of the Russian Union of Industrialists and Entrepreneurs) and representatives of Russian and foreign companies.
"Public Procurement: a Fresh Start"
Between 14 and 16 February the 10th economic forum was held in Krasnoyarsk, which brought together more than 3,000 people from 16 countries and 57 Russian regions. The plenary session and the work of two discussion platforms involved Chairman of the Russian Government Dmitry Medvedev, two deputy prime ministers of federal government, seven ministers, 12 heads of Russian regions, heads of leading companies and respected experts from Russia and abroad.
On 16 February, as part of the final day of the 10th Krasnoyarsk Economic Forum, a roundtable was held, entitled ‘Public Procurement: a Fresh Start’. First Vice-principal of the Higher School of Economics Alexander SHAMRIN was the moderator of the discussion platform.
A roundtable on RIA is held at the Parliament Centre of the IPA CIS
On 13 December 2012, the Parliament Centre of the Interparliamentary Assembly of CIS member states hosted a roundtable entitled 'Specific steps to implement an effective procedure for regulatory impact assessment in St Petersburg and the Leningrad Region'. Director of the RIA Centre of the Institute for Public Administration and Municipal Management of NRU HSE Daniil TSYGANKOV presented a keynote report 'Regulatory Impact Assessment in the Russian Regions - Implementation Options'.
