"Efficiency of Distribution of Volumes of Medical Care in the CHI System: Aspect of Digitalization" Seminar
On February 17, 2023, the International Laboratory of Digital Transformation in Public Administration held a seminar "Efficiency of distribution of volumes of medical care in the CHI system: aspect of digitalization". The speaker was Ilya Stepanov, a junior researcher at the laboratory.
The report presents the results of the study, which show that the volume of medical care for the next financial year in the subjects of the Russian Federation is mainly planned because of the levels achieved in the reporting period. In other words, the principle of "planning on what has been achieved" prevails.
At the same time, other criteria characterizing the population's need for medical care, transport accessibility of medical care, as well as the effectiveness of medical organizations are used in fragments.
The processes of digitalization in healthcare within the framework of the development of various information systems (EGISZ, GIS OMS, VIMIS, MIS, etc.) create conditions for the transition from the current "passive" model of managing the volume of medical care to the practices of "active" (strategic) procurement of medical services, which corresponds to the paradigm of data-driven public administration.
From the point of view of the transition to an algorithmized decision-making process on the distribution of medical care volumes using quantifiable indicators of the effectiveness of medical organizations in the system of obligatory medical insurance the author raises a research question about the possibilities of using digital data in the field of healthcare produced by key government information systems.
