Workshop «Data-Driven Public Administration. Modern Practices and Development Trends in the Public Administration System»

On March 3, 2023, the International Laboratory of Digital Transformation in Public Administration held a workshop «Data-Driven Public Administration. Modern Practices and Development Trends in the Public Administration System».

The laboratory team prepared and presented "The strategic design of data-driven public administration as a new management paradigm" report at the meeting. Key risks of data-driven public administration were considered and the prerequisites for the formation of industry ecosystems based on data were analyzed. Head of the laboratory Evgeny Styrin and the Junior Research Fellow Ilya Stepanov were the discussion moderators.

Evgeny Styrin outlined the increasing role of data in decision-making in the public administration system. He also noted that the functionality of state information systems, the quality of data in them, as well as the level of interdepartmental interaction based on data have reached a high level of maturity. At the same time, working with data requires authorities to constantly monitor quality, partner with interested industry players to enrich and reuse them.

During the expert discussion, representatives of federal executive authorities, the Moscow Metro, and the IT industry spoke on the priorities, risks of implementing a data-driven approach, as well as on the interaction between the state, business and citizens in the formation of services and applications based on data.

For example, Anton Karsakov, Head of the analytical Department of the Coordination Center of the Ministry of Health of the Russian Federation, highlighted the priority task associated with the implementation of the project of a single domain "Healthcare", involving the unification of data from various departments. The Ministry also solves the problem of unification of various methodologies for calculating the same indicator in different departments. The Ministry of Health of Russia is actively working on the implementation of the data-driven approach.

Andrey Medvedev, Deputy Director of the Department of Priority Projects of the Federal State Institution "Sotstech", singled out the project "Social Treasury" among the priorities of digitalization in the field of social support, within which a human-centered approach in the provision of social support measures implemented. In addition, current tasks are related to the collection, normalization and retro conversion of data, an analytical system is being developed that should automate part of the processes. In addition, mechanisms for proactive support of persons in need of assistance are now developing based on obtained data, as well as an analysis of existing support measures and their possible adjustment to ensure the growth of the welfare of citizens.

Anatoly Sedov, Chief Engineer of the Moscow Metro Medical Service, noted that one of the key challenges is the modernization and updating of legislation in the field of data management. In his department, the main task at present is to integrate data on medical control of tram and river transport in Moscow with the Moscow Metro system.

Assessing the risks of developing a data-driven approach in their fields, the seminar participants considered the problems of staffing, the lack of unified data standards, including ensuring data matching with external information systems, as well as information security issues. The participation of contractors external to the state (including representatives of private business) involved in the formation of related data, services and applications does not yet have a solid basis for organizing system interaction.

In order to overcome the existing limitations of the use created by the participants, creation of the common criteria and formats for the formation, storage and transmission of data, including within the framework of the National Data Management System are needed according to workshop participants.
