Seminar "Actual problems of regulation of Internet platforms: Russian and foreign experience"

On October 6, 2023 the International Laboratory of Digital Transformation in Public Administration held a seminar "Actual problems of regulation of Internet platforms: Russian and Foreign experience". The Leading Research Fellow Evgeny Diskin was reporting.

During the seminar, which was attended by both HSE employees from other departments and colleagues interested in studying this issue from the Kutafin Moscow State Law University, Lomonosov Moscow State University, the problems of digital sovereignty were touched upon, the problems of bringing foreign Internet platforms to responsibility and the concept of improving the effectiveness of such actions. The issues of preparing a Digital Code and possible difficulties along the way were discussed. 

The seminar participants noted the need to continue the research. The Head of the Laboratory, Evgeny Styrin, proposed to conduct a sociological analysis of user behavior in case of blocking and restricting access to foreign Internet platforms, which could be used in the future as a metric for making appropriate management decisions and assessment of the regulatory impact of relevant regulations.
