The conference "Flexible Public Administration – Iterativity in Achieving the Goals of State-Owned Companies, Entities and the State"
Evgeny Styrin, Head of the International Laboratory for Digital Transformation in Public Administration at the Higher School of Economics, made a presentation at the conference "Flexible Public Administration – Iterativity in achieving the goals of state-owned companies, entities and the state." Within the framework of the report, the phenomenon of digital trust of citizens in the state when using and interacting with digital solutions had special attention.
Increasing digital trust as a mechanism for reliable, safe and understandable execution of necessary actions in the digital state environment allows reducing socioeconomic costs and increasing the effectiveness of the digital transformation of public administration. Digital trust allows you to avoid or reduce the risks of cybersecurity violations, leakage of personal data of citizens, and digital fraud.
During the discussion with the participants of the event, the high role of digital trust as a mechanism for implementing key ideas of flexible management was noted: team building, creating an atmosphere of cooperation, creating a culture of acceptance of innovations and a positive attitude to fundamental changes within the organization when introducing digital technologies. Working with data plays an important role in the digital activities of government agencies. It is necessary to form related mechanisms that facilitate the implementation of data-centric management. Evgeny Styrin noted that overcoming rigid traditional regulatory rules and instructions is difficult in public administration, but it is equally important to explain the advantages of digital solutions to citizens in understandable and accessible ways. In fact, the balanced state of digital transformation in public administration will be the similarity of digital values between both civil servants implementing changes and citizens. In both cases, the speaker and the participants in the discussion noted the need for continuous training for civil servants in new skills, which are associated not only with mastering new technologies, but also with the formation of a system of effective communication and mutual understanding. Digital literacy of citizens is equally important; it should be addressed by a set of systemic measures on the part of the state.
