Public regulation of business in Russia: seaports

On 13 February a meeting was held between the Centre for Interdisciplinary Research at NRU HSE and Container Terminal Saint-Petersburg as part of preparations for and implementation of a roundtable discussion at NRU HSE dedicated to state regulation of strategic sectors of the Russian economy.

On 8 February, the State Duma Committee for Natural Resources, Property and Land Relations held a roundtable discussion, titled "Legislation on Public-Private Partnership in information and communication technologies: issues for regulation". The session involved state deputies, representatives from public departments and public organisations, plus representatives from the specialist, scientific and business communities, including NRU HSE Vice Rector Andrey Zhulin and IPAM NRU HSE Deputy Director Vladimir Korolev.

On 19 May in Nalchik, the Kudrin University of the Committee of Civil Initiatives hosted the workshop “Public-Private Partnership: Legislative and Social Aspects”. The discussion focused on practical issues pertaining to implementation of socio-economic development programmes for the region.

Technoparks in garages

In line with tradition, the Department for Local Administration held the latest field summer school, which on this occasion was devoted to studying specific forms of public economic activity in the towns of Dubna, Kimry, Konakovo and Taldom. The subjects of the study were the phenomena of “garage economy” and “distributed manufacturing”.

Minimising the risks of corruption in the collaboration between business and authority

On 18 March 2015, as part of the university-wide open classroom “GR in Modern-day Russia: Theory and Practice”, a masterclass was held by Irina Kotelevskaya, candidate of law, associate professor of the department of the theory and practice of collaboration between business and authority and director of the Law and Law Enforcement Practice of the Russian Union of Industrialists and Entrepreneurs (RUIE).

International experience and civilised GR strategies for modern business

On 11 March 2015, as part of the university-wide open classroom “GR in Modern-day Russia: Theory and Practice”, the department of theory and practice in the collaboration of business and authority hosted a masterclass of NRU HSE Professor, President of the Russian Union of Insurers, President of the Russian Union of Motor Insurers and Chairman of the Management Board of the Institute of Contemporary Development Igor Jurgens.

Models for the interaction of business and authority as part of multilateral international institutions (such as G20, G8/7 and BRICS)

On 25 February 2015, as part of the university-wide open classroom, organised by the department of theory and practice in the collaboration of business and authority, hosted a master class of Professor Marina Larionova.

The Moscow Times Conference: Public-Private Partnership in Russia - 2014

The PPP in Russia - 2014 conference, organised by The Moscow Times English-language business newspaper was devoted to problems of statutory legal regulation and the distribution of best practices in the investment cooperation of the state and business in Russia and other countries in this field. Representatives from the Russian expert community were joined at the conference by more than 100 regional Russian and international guests from various sectors of the economy, along with international organisations, including the United Nations Economic Commission for Europe and its PPP Business Advisory Board and the Franco-Russian Chamber of Commerce and Industry. The session that opened the conference, "Topical Issues of PPP Development", was moderated by IPAMM Deputy Director Vladimir KOROLEV.

Ministry of Finance offered alternative ways to cut budget expenditure

A report has been published by experts from the Higher School of Economics (HSE) and the Russian Presidential Academy of National Economy and Public Administration (RANEPA) on ways to optimise budget expenditure. Among other things, experts suggest suspending the draft into military service, reducing paid leave in the public service, amalgamating ministries and liquidating federal agencies, bursting the bubble of state guarantees in the defence sector and transferring all state-owned property and revenue from its lease to public funds.
