As part of preparations for the 23rd INTOSAI Congress in Moscow, NRU HSE specialists have exchanged views with representatives of the Accounts Chamber of the Russian Federation pertaining to agenda items for the Congress.

Property registration procedure in the Russian Federation: which aspects of leading-edge foreign experience in registering immovable property rights can be used in Russia?

A project has been completed at IPAG NRU HSE to perform the following research: Analysis of the system for cadastral information and registration of title in the Russian Federation and proposals for its improvement, including using analysis of international best practice. Following analysis of the system for state registration of title and cadastre in the Russian Federation and international best practice, proposals have been drawn up for improving legal regulation to enhance Russia's standing in the Doing Business rating under Property Registration.

New approaches to managing service quality

On 14 July HSE hosted a workshop devoted to technologies for enhancing customer service quality, organised by Sberbank of Russia and the Institute for Public Administration and Governance.

Andrey Klimenko appeared as an expert at two working sessions during the forum: in the discussion of “Legal basis and the practice of determining, planning and assessing results in public management” and the round table “Strategic planning as the basis for effective governance”.

Cycle of workshops of the study group “Performance Management 2.0”: speech by Olga Molyarenko

On 15 December a workshop of the study group “Performance Management 2.0” was held on the subject: “Establishment of a system for statistics agencies in Russia and unofficial standards in the system of public and municipal management”. Olga Molyarenko, teacher at the Local Government Department of Public and Municipal Management, NRU HSE presented her report to the workshop.

Conference in Budapest

On 15-16 October the international conference Public Service Innovation and the Delivery of Effective Public Services was held in Budapest, organised by the National University of Public Service (Hungary) and the University of Edinburgh (UK). Participants includes leading scholars in the introduction of innovation into public management, such as Stephen Osborne and R. Carmen.

Yaroslavl Region will see the introduction of a technique to enhance the performance of administrations

For two years, experts from the Institute of Public and Municipal Management, NRU HSE and the Regional Development Department of Yaroslavl Region have been working on enhancing the performance of municipal administrations. Intermediate results were considered on 25 September at a meeting with heads of local authorities, hosted by Deputy Governor Yuri Boiko.

Work begins in Yaroslavl Region to elaborate standard timeframes for the performance of regular operations in local authorities

A meeting of heads of municipal authorities of the Yaroslavl Region has discussed current results of research into works performance standards in local authorities, conducted with the involvement of NRU HSE. The meeting also summarised the performance efficiency assessment of local authorities for 2013.

On 21 April a workshop was held of the study group "Performance Management 2.0" as part of the project titled "The life cycle and quality of performance management systems in government authorities". The report "The side effects of measuring performance: a review of literature" was presented by Alina Zakharova, a 3rd-year student of the Faculty of Public and Municipal Managemen.

On 14 April a workshop was held of the study group "Performance Management 2.0" as part of the project titled "The life cycle and quality of performance management systems in government authorities". The report "The wrong public servants or the wrong indicators: assessment of the quality of the performance efficiency system of local authorities, conducted by specialists of local administrations" was presented by Vladimir Eliseenko, assistant rector and deputy head of the department for theoretical and practical public management of the Public and Municipal Management Faculty.
