In the race for standard costs: from Tilburg to Wiesbaden
Over the last three years, Associate Professor Daniil Tsygankov from the HSE Institute of Public Administration and Governance has been studying how the Netherlands, Germany and Russia all introduce the standard cost model, a promising tool for assessing the impact of state regulation on business. Today he will be sharing his experience, gained from conferences, placements, field and practical work in this area.

Effective adjustment of regulatory policy in Russia could increase GDP by up to 1.5 to 2.5% a year
Regulatory policy, alongside monetary and budgetary policy, is a key driver of economic growth. Intelligent use of this public governance tool could increase GDP by up to 1.5 to 2.5% a year and also enhance the employment rate, labour productivity, entrepreneurial and innovative activity. This is the conclusion of the authors of the report, titled “Regulatory policy in Russia: key trends and the architecture of the future”, prepared by the Centre for Strategic Development and the Higher School of Economics.
The objective of the report is not only to set out the key problems facing the regulatory environment, but also to draw up proposals for its improvement over the course of 2018–2024. Recommendations for publishing have been compiled allowing for the latest scientific developments and in accordance with best international practices.
Vladimir Korolev has died
1 May 2018 saw the passing of Vladimir Korolev, Deputy Director of the Institute of Public Administration and Governance NRU HSE, Academician of the Tsiolkovsky Russian Academy of Cosmonautics, member of the Guild of Specialists in Infrastructure Projects, member of the expert group in public-private partnerships of the UN Economic Commission for Europe.

A new study guide is published for assessing the effectiveness of voluntary work

It sets out a multi-level approach to assessing the economic and social effectiveness of voluntary work, which is based on in-depth analysis of Russian and international experience.
Russian law-making needs both a regulatory axe to wield and experimentation
Governments have eventually come to realise, that they can no longer take for granted the designs of a growing number of industry regulators. The need had arisen to organise a systematic analysis of the laws and regulations before they come into force. The most well-known mechanism that has become established almost universally, including Russia itself in recent years, is regulatory impact analysis (assessment). On 8 February, the State Duma Committee for Natural Resources, Property and Land Relations held a roundtable discussion, titled "Legislation on Public-Private Partnership in information and communication technologies: issues for regulation". The session involved state deputies, representatives from public departments and public organisations, plus representatives from the specialist, scientific and business communities, including NRU HSE Vice Rector Andrey Zhulin and IPAM NRU HSE Deputy Director Vladimir Korolev.

Director of the Department for Public Administration and Governance of NRU HSE Andrey Klimenko reported to parliamentary sessions of the Russian State Duma and at a meeting of the Public Council of the Russian Federal Service for Labour and Employment on results of sociological research into the attitude of employed civilians to the possible transition to electronic employment agreements.
