A network of multiaccess centres to be created in CIS countries
An intergovernmental network of multiaccess centres is to be created in the Commonwealth of Independent States. A resolution with recommendations for elaborating such a network was adopted by attendees of the conference CIS: International Work with State-of-the-Art Equipment as Part of Formation of an Intergovernmental Network of Multiaccess Centres. The event was held on 12 December at the Higher School of Economics.
Import substitution comes knocking on Windows
Public authorities appear wholly unable to introduce import substitution into software. This is the second time this year that the procurement of computers with Microsoft software for the Internal Affairs Ministry has raised questions at the Federation Council. They believe that the department turned away without just cause from similar, domestically produced software. Experts point to a loophole: Officials are currently not prevented from procuring foreign computers, the manufacturers of which install the software themselves. Experts from the Higher School of Economics have prepared a list of data samples for mandatory publication on the activity of organisations in the social sector. They also drew up recommendations for amending statutory legal enactments, enabling the disclosure of statistical information pertaining to the work of these institutions.
