On 4 February, the university-wide open classroom, organised by the department of theory and practice in the collaboration of business and authority, hosted a master class of the President and Managing Director of the Delovaya Perspektiva Interregional Public Foundation, Leading Expert of the Institute of Public and Municipal Management at NRU HSE and Ombudsman for the Protection of the Rights of Entrepreneurs in Combating Corruption Dina Krylova.
HSE researchers calculate the economic effect of open data publication
According to the calculations of researchers from the Centre for Analysis of the Performance of Executive Authorities at IPAMM NRU HSE and the HSE Directorate for Expert Analytical Work, the total economic effect of the use of applications based on open data in Moscow's public transport could top RUB 58 billion a year.
The Fourth Moscow Urban Forum
IPAMM Director Andrey Klimenko took part in the Fourth Moscow Urban Forum. The session entitled “Urban development management: successful cooperation of municipal and regional administrations” discussed the development and best practices in urban development as an element of regional administration. Among other things, consideration was given for approaches to approving strategic documents, programmes and policies of municipal and regional levels, methods for accounting the opinions of civilians when justifying development priorities and forms of civilian involvement in deciding urban problems.
Premier League of the Regulatory impact assessment
On 5 December 2014 in St Petersburg, the expert session of the conference “Smart Regulation. Dialogue Between Business and Authority” discussed ONF [People's Front for Russia] monitoring and successful RIA case studies. The conference, held as part of the expert work of IPAMM for the Leningrad Region Economic Development and Investment Committee, drew a wide circle of officials, business owners, representatives of business associations, experts and academics.
Improving the operations of public civil servants
On 28 November, the Higher School of Economics, together with the Ministry of Labour and Social Protection of the Russian Federation held the conference “Enhancing the effectiveness and performance of public civil servants”. The conference was a practical event and was devoted to planned innovations in HR technologies and the public civil service.
More than 350 people took part in the conference, predominantly heads of HR departments in federal and regional authorities and representatives of the majority of scientific and educational establishments engaged in issues pertaining to public services.
50th session of OECD Public Management Committee
On 12-13 November, the conference "Innovation in the Public Sector: from Concept to Result" was held in Paris under the auspices of the OECD. On 14 November a meeting was held of the OECD Public Management Committee, where recommendations were considered and approved on development of budget management, best practice in public procurement and ensuring gender equality in public service. Andrey Klimenko, Director of the Institute for Public Administration and Municipal Management of NRU HSE, took part in these events.
Ulyanovsk Region Development Strategy to 2030
The Expert Committee of the Ulyanovsk Region has given a high rating to the strategy for the region's social and economic development to 2030, elaborated by the Centre for Regional Programmes of the Institute for Public and Municipal Management. The specialists proceeded to put forward a number of suggestions and corrections to the document.
This was a matter of discussion at a meeting dedicated to updating the region's Social and Economic Development Strategy, which was held on 29 October under the chairmanship of the region's Governor Sergey Morozov. The head of the region expressed his gratitude to all the experts who had played a part in the discussion of the Strategy.
Thirteenth Meeting of the Intergovernmental Council of the CIS on Scientific, Technical and Innovative Cooperation
On 29 - 30 September the Executive Committee held the Thirteenth Meeting of the Intergovernmental Council of the CIS on Scientific, Technical and Innovative Cooperation in Minsk.
The focus of attention at the meeting was implementation of the Intergovernmental Programme for Innovative Cooperation of CIS Member States until 2020. NRU HSE, the chief developer of the Programme, was represented by Vladimir Korolev, Deputy Director of IPAMM NRU HSE.
