On 1-4 April Moscow hosts the XV April International Scientific Conference, related to development of the economy and society, held by the National Research University - Higher School of Economics with involvement of the World Bank and the International Monetary Fund.
The programme of the plenary meetings of the conference includes reports by senior figures in the Russian Federation Government and Administration of the President of the Russian Federation, representatives of the World Bank, the International Monetary Fund, the Organisation for Economic Cooperation and Development and directors of major Russian and foreign companies.

On 24 March NRU HSE held the first study workshop of the Performance Management 2.0 study group.
Andrey Klimenko, Director of the Institute for Public Administration and Municipal Management of NRU HSE, head of the Department for Theoretical and Practical Public Management of the Public and Municipal Management Faculty, presented a report entitled "10 years of performance management in the Russian Federation: key tools and problems with their introduction".

On 14 March the National Research University - the Higher School of Economics held the international practical workshop "Development of Smart Regulation Mechanisms: heading for a new regulatory policy for Russia".
Andrey Klimenko, Director of the Institute for Public and Municipal Management of the NRU HSE opened the event and served as moderator on the first panel.
Charles-Henri Montin, Senior Advisor on regulatory matters for the French Finance Ministry and editor of the international Smartregulation.net blog, appeared with a keynote speech, describing the potential of best practices in the regulatory policy of OECD countries and throughout the world as regards the applicability of Russian realities.

From 17 to 21 March 2014, the Russian Union of Industrialists and Entrepreneurs (RUIE) is holding its annual Russian Business Week (RBW), a key event that discusses and presents proposals on topical areas of possible collaboration between the state and business.
On the first day of the event, Andrey Klimenko, Director of the Institute for Public Administration and Municipal Management of NRU HSE, appeared as a moderator at the session titled "Industrial Safety: the Role of Business and State in Reducing the Risks". Participants of the discussion noted the need to achieve safety objectives by rationalising the work of the corresponding control and supervisory agencies, allowing likewise for the need to reduce business costs

The system for public discussion of major procurement requires both technical and legislative adjustment. This is the opinion of experts, who analysed the practice of such discussions in line with the law on the contractual system. The procedure itself is regulated by order of the Ministry for Economic Development, which has to be worked on further, believe participants of the open meeting of 11 March, devoted to the practice of discussing contracts "for billions".

The first stage in the application of the new law on the contracts system has revealed a number of problems pertaining to the placement of government orders, of which the most acute involve human resources and technology issues. Representatives of interested parties discussed these problems at a round table, organised under the aegis of the Open Government at the Krasnoyarsk Economic Forum.
Head of the Legislative Reform Department of the Centre for Regional Programmes to Enhance Public and Municipal Administration at IPAMM NRU HSE Veronica Dzhuzhoma took part in the round table discussion, entitled "The Contracts System: now underway. Pilot experience in enhancing the effectiveness of public procurement."

A working session of HSE experts has been held in Ulyanovsk Region, devoted to updating the Regional Development Programme to 2020.
"The region has a number of specific advantages over other constituent entities of the Russian Federation. These are a favourable transport and geographical location, high-tech sectors for aviation, device and machine tool construction, a well-developed investment infrastructure and much, much more,", comments Ilya Akishin, expert from the Centre for Regional Programmes to Enhance Public and Municipal Administration at IPAMM NRU HSE.

The adoption of the law on public control, amendments to the law on non-profit organisations, the provision of quotas for free training of public controllers, the creation of an industry-based platform to unite public controllers and the register and rating of controllers, based on specific results, will all help to stimulate public organisations get involved in control issues related to procurement. This is the conclusion reached by members of a working group of the Expert Council under the Russian Government at a meeting on 13 February, devoted to development of effective public control over public procurement.
