Higher School of Economics discusses the conditions and legal consequences of terminating government contracts

On 7 June 2013 amendments came into effect in the federal law on government contracts (94-FZ), connected, among other things, with the procedure for unilateral termination of contracts on the initiative of the customer. Similar provisions relative to instances and consequences of the termination of a contract shall be contained in the federal law on the federal contracts system (44-FZ), which will come into effect from 1 January 2014. “The Law stipulates that the unilateral withdrawal from performance of a contract is implemented in accordance with civil legislation. That said, the Civil Code provides for the possibility of such a withdrawal by the customer not only in instances when the other party is in gross breach of the contractual conditions, but generally as well, without grounds,” declared Dmitry ILYUSHIN, expert from IPAMM NRU HSE at a meeting of the working group of the Expert Council under the Russian Government for public expenditure and procurement, held at NRU HSE on 14 August.

NRU HSE experts at the Open Government of the Penza Region

On Thursday 8 August 2013, the conference Open Government of Penza Region and Higher School of Economics was held at the Penza Region Government, chaired by Governor Vasily BOCHKAREV. The Higher School of Economics was represented at the economic forum by Vice Rector and Director of the Institute of Public and Municipal Management Andrei KLIMENKO and heads of the research divisions of NRU HSE: Director of the Research Centre of IPAMM Konstantin GOLOVSHCHINSKY, Director of the Institute of Economics of Energy and Utilities Viktor KOLESNIK, Deputy Director of the Institute for Public Resources Management Leonid BOGDANOV and head of the department of the Institute for Statistical Research and Economics of Knowledge Mikhail GOLAND.

Bureaucrats called upon to become more open

The Public Chamber has discussed a concept of transparency of federal executive agencies, prepared with the involvement of the Higher School of Economics (NRU HSE). The document obligates ministries and departments to open up all details about themselves for the general public that is not of a confidential nature.

On 29 May, a meeting was held at the Russian Chamber of Commerce and Industry of the Chamber’s Scientific and Technical Innovation and High Technologies Committee. As part of the meeting, which took place in the form of a round table, the participants discussed problems related to increasing demand for innovations in Russia.

G20 countries are cutting the numbers of public servants to raise the efficiency of those that remain. In Russia, experts believe that job cuts are not the solution to the problem: for public servants to operate more effectively, government departments should apply the same laws as in business.

A strategy is under development for the socioeconomic development of the Tula Region until 2030

On 23 April, a coordination meeting of the Government of the Tula Region was held, chaired by Governor Vladimir GRUZDEV, where the draft strategy for socioeconomic development of the region until 2030 was presented. The document proposes a radical change to the development vector of the Tula Region through the formation of the Tula agglomeration, budget manoeuvring and the implementation of an active cluster policy. A group of developers from NRU HSE was invited to the meeting, headed by Vice Rector of the Higher School of Economics Andrey KLIMENKO.

RIA as part of the XIV International Science Conference at HSE

On 4 April the session M-11: Regulatory Impact Assessment was held at HSE as part of the XIV International Science Conference. The session was moderated by Director of the HSE RIA Centre Daniil TSYGANKOV and involved experts, officials from the Moscow Government and representatives of business and business associations.
