Crimean officials further qualification at HSE
About one thousand public and municipal servants from the Crimea and Sevastopol will attend training at HSE under the programme for advanced qualification in public procurement. One of the key aspects of the training will be countering corruption.
Public organisations find it hard to control public procurement
On 1 August NRU HSE discussed the results of public control of public procurement. Public organisations are striving with ever greater energy to control issues of public procurement, but the lack of prescribed rules for inspections hinders the development of this initiative. This was the conclusion reached by experts from the Regional Programmes Centre at IPAMM NRU HSE, who, at the meeting of experts at NRU HSE on 1 August, presented the results of monitoring public control in public procurement, the presentation of which was organised as part of preparations for the national report "On the procurement practice in 2014".
Work begins in Yaroslavl Region to elaborate standard timeframes for the performance of regular operations in local authorities
A meeting of heads of municipal authorities of the Yaroslavl Region has discussed current results of research into works performance standards in local authorities, conducted with the involvement of NRU HSE. The meeting also summarised the performance efficiency assessment of local authorities for 2013.
New Discussion of Strategy for St Petersburg Up To 2030
IPAMM Director Andrey Klimenko presented a speech at the meeting of the Economic Council at the offices of the Governor or St Petersburg, held at the Smolny on 9 July. The meeting was dedicated to a discussion of economic policy steps, called upon to ensure the achievement of goals of the recently approved Strategy of Socio-Economic Development of St Petersburg up to 2030.
Development prospects for electronic services discussed at the Voronezh ICT and Digital Technologies Forum
On 29 and 30 May 2014 the 4th Voronezh ICT and Digital Technologies Forum was held, bringing together 750 delegates from 31 constituent entities, including representatives from the business community, public structures, public associations and the scientific and education community.

Regulatory impact assessment entrenched in Agreement on Eurasian Economic Union
The Agreement on the Eurasian Economic Union, executed on 29 May in Astana, stipulates in particular the duty of the Eurasian Economic Union to perform regulatory impact assessment (RIA) of draft resolutions, which may impact upon conditions for doing business. Discussion of intergovernmental innovative cooperation at economic form in Astana
On 22 May, as part of the VII Astana Economic Forum, a meeting was held of the Intergovernmental Council of the CIS on scientific, technical and innovative cooperation. Deputy Director of the Institute for Public Administration and Municipal Management Vladimir KOROLEV reported to the meeting on results of an expert review of the presented version of the document, performed by HSE specialists.
Investment Strategy adopted for development of Vladimir Region
At the latest meeting of the Expert Group for monitoring the introduction of a Performance Standard for executive authorities of Russian Federation constituent entities, to ensure a favourable investment climate, an Investment Strategy for Development of Vladimir Region was approved, which was drawn up with the direct involvement of experts from the Centre for Regional Programmes to Enhance Public and Municipal Administration at IPAMM NRU HSE.
Association of Programme and Policy Evaluation Specialists now accepting members
From 15 May 2014 the Association of Programme and Policy Evaluation Specialists has begun its activity. The Management Board of the Association now includes Daniil Tsygankov, Director of the Regulatory Impact Assessment Centre, and Alexander Sungurov, Head of the Applied Political Studies Department at NRU HSE (St Petersburg).
